Matt Rourke, photographer, Philadelphia, for capturing exclusive images of agents searching a container ship found to be carrying more than 17 tons of cocaine. Rourke made the smart decision to shoot not at the Philadelphia port, where the massive ship was docked, but from a park across the river in New Jersey – enabling him to a make a variety of images of agents and drug-sniffing dogs in action, while photographers at the port’s dock were able to shoot little more than static photos of the ship.
